Director of Northern Kentucky Office of Drug Control Policy

The Northern Kentucky Area Development District, as the Fiscal Agent for the Northern Kentucky Office of Drug Control Policy, is now accepting applications for the Director of the Northern Kentucky Office of Drug Control Policy.

The Director of the Northern Kentucky Office of Drug Control Policy (NKODCP) provides leadership and direction in implementing the vision established by the NKODCP Board of Directors. The Northern Kentucky Office of Drug Control Policy assists with the development of substance abuse policy initiatives, coordinates regional efforts and provides advisory services to the Fiscal Courts of Boone, Campbell and Kenton Counties (“Counties”), and other organizations as directed.  The Office is charged with serving as the subject matter expert on the issue of substance abuse and the development of a comprehensive plan (“Plan”) to reduce the prevalence of substance abuse among the youth and adult populations while coordinating efforts among all respective county and regional agencies toward the implementation of the Plan.  Excellent benefits and generous retirement plan.  Starting salary DOQ.  TDD 711.

Job Summary

The Director of the Northern Kentucky Office of Drug Control Policy (NKYODCP) provides leadership and direction in implementing the vision established by the NKYODCP Board of Directors. The Northern Kentucky Office of Drug Control Policy assists with the development of substance abuse policy initiatives, coordinates regional efforts and provided advisory services to the Fiscal Courts of Boone, Campbell and Kenton Counties (“Counties”), and other organizations as directed.  The Office is charged with serving as the subject matter expert on the issue of substance abuse and the development of the Counties’ comprehensive plan (“Plan”) to reduce the prevalence of substance abuse among the youth and adult populations while coordinating efforts among all respective county and regional agencies toward the implementation of the Plan.

Duties are performed under limited supervision.

Major Duties

  • Manage all aspects of the Northern Kentucky Office of Drug Control Policy.
  • Use all available resources to establish and maintain knowledge of best practices in substance abuse policy.
  • Develop a comprehensive plan for addressing substance abuse to include the continuum of prevention to treatment consistent with evidence-based best practices.
  • Coordinate the efforts of the Counties’ agencies and regional partners to implement the Plan.
  • Monitor and evaluate the effectiveness of programs and services relating to substance abuse.
  • Make recommendations to the Board regarding the need for resources and the best investment of existing resources to advance the substance abuse prevention/treatment efforts.
  • Advocate for the enhancement of resources for substance abuse initiatives within the NKY Counties.
  • Assist in developing a substance abuse policy agenda that supports the mission and goals of the Counties and the Board.
  • Represent the Board as the points of contact for state and national policy related to substance abuse.
  • Educate and advocate for substance abuse policies and monitor the progress of proposed legislation.
  • Analyze the implications of federal, state and local substance abuse policies, provide analysis to the Board and share findings
  • Guide activities and personnel in a manner that strives to meet the Office’s vision and mission.
  • Develop and monitor annual budgets for the Office.
  • Serve as liaison for office initiatives such as the NKY Substance Abuse Hotline, Quick Response Teams, Substance Abuse Programs etc.

Minor Essential Duties

  • Oversee the implementation of initiatives supported by the Board.
  • Coordinate analyses of substance abuse data, research, and information as requested to improve and enhance communications, decision making and planning.
  • Engage Northern Kentucky University and academic institutions to assist with special projects (e.g. research of best practices).
  • Coordinate other special projects as requested.

Relationships

The Director of the Northern Kentucky Office of Drug Control Policy shall maintain a positive working relationship with the NKYODCP Board of Directors, elected officials, policy experts, community groups and other entities engaged in substance abuse education, prevention and treatment.

Supervisory Responsibilities

Supervise all staff and volunteers within the NKYODCP

  • Assist with hiring, training, development and work assignment
  • Evaluate job performance
  • Provide professional development opportunities for staff
  • Provide complaint and problem resolution
  • Enforce policies and procedures

Qualifications

            Education and/or Experience

  • Graduate of a college or university with a bachelor’s degree majoring in counseling, psychology, health sciences, public administration, business administration, or any degree directly related to public policy, politics or substance abuse policy with minimum of five years related experience; technical experience with law enforcement and/or counseling is preferred;
  • Significant Experience/knowledge/accomplishment in the substance abuse education/prevention/treatment may supplement education and/or experience preferred.

Language Skills

  • Ability to read, analyze and interpret policies, procedures, professional publications, governmental regulations, financial reports, and legal documents.
  • Ability to respond to sensitive inquiries and complaints from regulatory agencies, business community members, and suppliers of goods and services.
  • Ability to write reports, business correspondence, and policy and procedure documents.
  • Ability to make effective presentations on complex topics to employees, business committee members, elected officials, or other member of government organizations.
  • Ability to display strong oral, written, and listening skills.

Reasoning Skills

  • Ability to solve practical problems while dealing with several abstract and concrete variables.
  • Ability to make decisions which serve the best interest of the Organization and impact the areas over which authority is exerted.   

Other Knowledge and/or Skills

  • Possession of, or promptly obtain, a proper motor vehicle operator's license for type of equipment operated.
  • Preparing budgets, financial and operational type reports as required for the NKYODCP Board of Directors, Fiscal Courts and partners.
  • Ability to work under limited supervision.
  • Ability to communicate both internally and externally, work with volunteer groups, non-profit groups and practitioners.

Education and/or Experience
