Solid Waste Services Supervisor - Boone County

Job Summary

This is a responsible position within the Public Works Department with a wide variety of duties pertaining to the supervision of solid waste management/recycling and the enforcement of ordinances for Boone County.
The Solid Waste Services Supervisor is responsible for important functions within the Public Works Department, as well as, working with County residents. This person must have knowledge of County policies and ordinances.

Major Essential Duties

The Solid Waste Services Supervisor will:

  • Plan, develop and implement programs and projects for the effective long-term management of solid waste and monitor solid waste reduction activities within the County
  • Manage the work order management program as work requests and work orders are assigned to the Solid Waste Division per Department policies
  • Manage operations of the County recycling program along with the Inmate Crew Leader including oversight of daily operations in the Recycling Center, pick-ups/drop-offs of recycling bins and sales of recyclable items
  • Ensure Division compliance with the Boone County Jail Community Service Program
  • Monitor, inspect, investigate, and enforce all activities related to solid waste management and ensure compliance with all Boone County Ordinances and Kentucky Revised Statutes including compliance with the Northern Kentucky Solid Waste Management Plan
  • Serve as principal County contact with other counties, state, regional and local agencies, and professional organizations relative to solid waste management in Boone County
  • Develop, implement and ensure compliance with the NKY Solid Waste Management Plan and prepare and present information and reports to the KY Energy and Environment Cabinet. Serve as Coordinator for the Northern Kentucky Solid Waste Management Area and report monthly to the NKSWMA Governing Body
  • Prepare information materials for presentations and foster efforts in solid waste with the media, governmental entities, schools, businesses and community groups (public education)
  • Manage the Division budget and complete formal and informal bid processes
  • Secure, administer and report on grant funding necessary for annual budget needs for the Division

Minor Essential Duties

  • Assist with the Department’s snow removal operations
  • Perform other duties as assigned

Supervisory Responsibilities

  • Supervise the Solid Waste Services Division including:
  • Assist with hiring, training, development and work assignments
  • Evaluate job performance
  • Provide complaint and problem resolution
  • Enforce policies and procedures
  • Supervision of inmate crews along with the Inmate Crew Leader

Relationships

  • The Solid Waste Services Supervisor performs duties within the Public Works Department, under the direct supervision of the County Engineer/Director of Public Works

Qualifications

Education and/or Experience

  • Graduate of an Associate Degree Program in Business Administration, Public Administration, Environmental Science or related field (preferred), and supplemented by work experience or training which provides the desired knowledge, skills and abilities to perform required duties in office management and the Solid Waste Services Division
  • Experience and knowledge of the functions pertaining to Public Works, and solid waste management (preferred)

  • Ability to make effective presentations to employees, elected officials and the general public
  • Ability to read, analyze, and interpret policies, procedures, professional publications, and governmental regulations
  • Ability to write reports, business correspondence, and policy and procedure documents
  • Possess and the ability to display strong oral, written and listening skills
  • Ability to handle sensitive issues

Mathematical Skills

  • Ability to add, subtract, multiply, and divide in all units of measurement using whole numbers, common fractions and decimals
  • Ability to compute ratio and percent, and to draw and interpret graphs
  • Ability to apply concepts of statistics as needed

Reasoning Skills

  • Solves practical problems while dealing with several abstract and concrete variables
  • Interprets a variety of complex technical and instructional information
  • Makes decisions which serve the county’s best interest and follows the missions and objectives of the Public Works Department

Certificates, Licenses, Registrations

  • Possession of a valid driver’s license
  • Possession of a valid Commonwealth of Kentucky Landfill Manager Program Certification or ability to successfully obtain certification within first year of employment

Other Knowledge and/or Skills

  • Advanced computer skills with ability to access programs such as but not limited to Microsoft Office products. Capability to provide reports and spreadsheets as needed
  • Ability to supervise Solid Waste Services Division personnel
  • Ability to work with other departments, county and other agency personnel and the general public
  • Ability to manage and ensure balancing of Divisional budget
  • Ability to make presentations in public meetings and settings
  • Ability to work under limited supervision

Work Environment

  • The noise level is usually moderate to high
  • Temperature level will vary from extreme cold to extreme heat.
  • Moisture level will vary from extreme dry to rain, snow, and icy conditions.
