The City of Taylor Mill, KY, is seeking a dynamic, highly motivated and experienced individual for the position of FT Administrative Asst to the Police Dept. The position reports directly to the City Administrator and the Police Chief and is responsible for implementing and facilitating the secretarial administrative task of the dept while rendering high quality customer service to our residents.

The ideal candidate will have excellent communication skills, as well as, strong organizational skills, leadership skills, and excellent customer service abilities. Must be self-motivated, work independently, and able to multi-task. He or she must also possess excellent writing skills; mathematical skills; computer skills; maintain records efficiently & accurately; operate various office equipment; and be able to bend, lift and move items in excess of 25 pounds. This individual will also be responsible for payroll processing, incoming/outgoing correspondence/mail, filing, reporting, answer telephones, assist citizens/customers, & provide front desk support and secretarial work for the CAO as necessary. The successful candidate should possess minimally an Associate’s Degree (Bachelor’s preferred) from an accredited university; supplemented by previous comparative work experience. Must be able to obtain a Notary Public, NIMS/ICS Certificates, Passport Agent Certification, hold a valid driver’s license, and be bondable.

Salary Range: $36,061.41 - $48,498.59 plus excellent benefit package.

Carnahan named 2017 Outstanding Young Planner by American Planning Association’s Kentucky Chapter

FLORENCE, KY. June 2, 2017 – ­­ Emily Carnahan was named the 2017 Outstanding Young Planner by the Kentucky Chapter of the American Planning Association at the organization’s Spring Conference May 18 at Lake Cumberland State Park.

During her two and a half years at the Northern Kentucky Area Development District, Carnahan has administered the Community Development Block Grant for the Pendleton County Ambulance District, managed the Regional Hazard Mitigation Plan update and administered the Community Development Block Grant and Kentucky Infrastructure Authority loan for the Butler Water and Sewer Rehabilitation Project, among other projects. Carnahan is a Senior Community Development Specialist who also writes and administers grants, creates and updates government policies and operates the Northern Kentucky City/County Management Association.

The Outstanding Young Planner Award is given annually to an individual in his or her first five years in the profession who has demonstrated extraordinary commitment to leadership, professional development and advancement of the field.

Boone, Campbell and Kenton Counties Award Joint Bid For Enhanced Emergency Communications System


The Boone County Fiscal Court, Campbell County Consolidated Dispatch Board and Kenton County Fiscal Court have jointly selected Motorola Solutions to design, build and implement a new 700/800 MHz P25 trunked radio system at a cost of $19,485,134. The award amount includes the system infrastructure and an eleven year service warranty for parts, service, and software/hardware upgrades. This cooperative effort is the largest joint purchasing project ever approved by the three counties and the collaborative approach resulted in substantial savings totaling more than $10 million dollars through the combination of direct discounts and the elimination of redundant equipment rendered unnecessary due to the regional design.

During the past two years, Boone, Campbell and Kenton Counties have engaged in a comprehensive study of their communications systems utilizing two independent, professional consulting firms: Trott Communications Group and TUSA Consulting Services. The two studies, pursued independently, came to similar conclusions on the systems currently being utilized by the three counties. These findings included the fact that current technology is at the end of its useful life, coverage is unsatisfactory in many areas of each county, constraints and deficiencies of the current system result in poor signal strength in large buildings and structures and the inability for law enforcement and fire agencies to communicate directly with one another.

The individual studies recommended that a P25 700/800 MHz trunked communication system would provide the best proven technology to meet the long-term needs of public safety personnel in protecting the community. P25 digital radio technology is the nationwide standard for public safety agencies and P25 systems have been, or are being, deployed in several areas around the region such as the State of Ohio, State of Indiana, CVG airport, Lexington, Hamilton County/Cincinnati and Warren County, among others. This technology will provide greatly enhanced communication coverage within the three counties, ensure reliable in-building coverage, and support interoperability with other agencies.

Boone, Campbell and Kenton entered into a Memorandum of Understanding (MOU) to outline the details of a regional approach for the procurement and deployment of a 700/800 MHz P25 communications system to support all three Counties. The Northern Kentucky Area Development District (NKADD) was appointed to serve as the procurement agent and administered the Request for Proposals (RFP) and bidding process. Proposals were received from three qualified bidders and assessed by a team of public safety professionals and administrators including law enforcement, fire service, emergency medical services and emergency management staff from agencies within each county to ensure full participation by first responders during the evaluation. At the conclusion of an extensive review, the committee determined that the proposal from Motorola Solutions represented both the lowest and best bid.

Motorola will move forward with designing and building the 700/800 MHz P25 trunked radio system subject to a successful contract negotiation. The system is anticipated to be live late in the fall/winter of 2018. The regional system will provide seamless ability to communicate among agencies across the three counties; however, no agencies or county dispatch operations will merge and each will continue to act independently.

HIRT Coordinator joins NKADD staff



Veteran community engagement professional Amanda Peters was named Heroin Impact Response Task Force Coordinator at the Northern Kentucky Area Development District in April.

The Heroin Impact Response Task Force was formed in 2012, bringing together more than 15 community partners in a united effort to ensure the people of Northern Kentucky will have access to life-saving and life-restoring resources for addiction that will reduce its impact in our communities.

“Fighting the heroin epidemic is a regional effort,” Peters said. “We are trying to get ahead of this problem to not only curb the death toll and make sure people have access to naloxone and other treatments, but also to build a robust health infrastructure that can handle heroin as well as whatever drug comes next. We have become a state model in this fight against heroin and I believe we can be a national model. We are going to be the first community to kick heroin. I truly believe that.”

Peters is an NKU graduate with a certificate of social engagement, community literacy and social justice as well as a master of arts degree in integrative studies, public administration, non-profit management, composition and rhetoric. Peters went on to work at the university as associate director of community connections, and she has also been employed at Brighton Center as a community engagement specialist and manager for the center for employment training program.
